Can an ex husband that is two years behind on child support, serve the mother with papers to go for joint cusody? This way he can avoid paying child support in the future?

Yes, he can. However, it doesn't mean that he will be successful.

Yes. He was would have to come to court with clean hands - meaning pay the child support up to date or have a very good reason why he did not. I doubt that anything he would say would save him from sanction from the judge. He may end up in jail.
