In my husbands Divorce Decree from his ex-wife it states that the husband shall continue to maintain health insurance coverage for the minor children. The ex-wife later purchased a health insurance policy for herself and added the children to her policy. Her ex-husband keep his policy with out the children. Is my husband liable to repay her for the cost of the childrens policy? She was not asked in any way to cover the kids on her health insurance policy.

He has to maintain the health insurance on the kids, which means he has to keep them on his plan and pay for it. She can't add them to hers without his permission unless she just wants to pay for it herself on the side. If he dropped the kids from his policy, then he is in contempt.
If he dropped them from his, and she added them to hers, his best bet is to pay for the cost of the kids insurance on her policy. That will probably keep him out of contempt.
