Legal Question in Family Law in Florida

My husband's ex wife refuses to handle anything having to do with the Parenting plan as part of their divorce decree. We frequently swap weekends because his 14 y.o. daughter "Amy" has sleep overs or other planned events on my husband's weekend. The ex gives all control to Amy as to when she will come for her scheduled visits and when there are disputes she says "take it up with Amy"and won't enforce the time-sharing. She also wont make sure that Amy is ready when we go pick her up and we sometimes have to wait 10-15 minutes or more for her to get her stuff together.

In the past when issues have arisen (because my husband had gone a month without seeing her and he refused to swap anymore), the ex refused to answer his calls and then had the daughter do the same. She also speaks badly of my husband to Amy. It has been very frustrating and difficult. Is there anything we can do to get her to adhere to the Parenting Plan that they both signed?
