incarcerated non-custodial parents right

does an incarcerated non-custodial parent have rights while locked up and can that parent stop me from moving out of state with our child?

Generally, in Florida there is a statutory procedure to follow if you wish to move out of state. This is known as Parental Relocation. The parent seeking to move out of state must give notice to the other parent and can move if objections are not filed within thirty days.
