Can a child sue his/her parent for there inheratance while the parent is alive

It's their money, not yours!

They may decide to spend it all or give it to a charity. Their choice.

No. There is absolutely no right to inherit and therefore there is no action that can lie to force a parent to give you an inheritance. A parent can choose to disinherit a child if he or she chooses and it does happen regularly for various reasons.
