Depends on the "problems" and what the "harassment" consists of. The police may investigate unless they deem it purely civil and then they won't get involved. If the harassment is bad enough, a court could consider some injunctive or restraint.

Make sure you can prove more than a he said, she said situation. Proof must be able to convince the court that something untoward is happening.
