if the judge stated the marternal grandmother {me} that my visitation stays the same and my ex husband and wife change visitation through a certified letter can they do that?

Obviously, a written court order from a judge overrides a certified letter from a non-judge.

They can no. Only a Judge can make a change through a Court Order.
