Legal Question in Family Law in Florida
I have two kids by this guy, he has not seen them since the youngest one was 8 months old, she will be three soon. He does not pay child support, I have absolutely no clue where he is at, or a phone number to reach him at. My question is this, I want to change their last name to mine, he said no right after he split. But, he does not even exists to my kids and myself. What can I do? Why do I have to have his permission if he is not even around any more?

He has rights because he is the father (akthough, apparently, a bad one). Try to terminate parental rights.
