Normal discipline is acceptable by the parent or a designated adult. Abusive behavior is not.

How hard is the paddling? Is the paddle being used to avoid any question of inappropriate contact or is it used to mete out heavier punishment? If so, you should call the Department of Children and Family Services and file a Complaint. You may also file a motion with the court to consider a change of custody. Discuss this with your attorney who can provide you with advice regarding your legal rights and responsibilities.

I would think not. If I were you, I would confirm with the children whether that really happened and then have DCF investigate.
