Legal Question in Family Law in Florida

"My kids went to visit my brother in California, and now he has told me that he is keeping my 2 oldest, ( I have 4 in all, only my oldest 3 went to visit), and is not going to return them to me. What kind of legal action can I take?"

call the Sheriff out there and have them pick up the children and put them on a plane home.
