What are the laws about a husband leaving his pregnant stay at home wife and children without any money, no way to get food or pay for shelter?

In order for the wife to collect any kind of spousal support she would have to file a petition with the court. While the husband must pay support for his children too, it is impossible to enforce if there isn't a court order.
