can I leave the city

my ex whats custody of our twins which are 2 he has threated me beat up my new boyfriend and my brother i have text message showing the threats i have been to the court house several times and they keep denying me my restraing order he is going to kill me and the law is doing nothing my ex was in jail 13yrs for murder and is out on probation and i still can't get help can i take the kids and leave the city

no. Relocation requires court permission to be legal.
