Legal Question in Family Law in Florida

Leaving the state

My sister lived in Wisconsin her whole life and met a man whom she eventually got pregnant by. A few months later he decided he was going to move back to Florida and left her to give birth to and raise their daughter alone. After she turned 1 1/2 years old he finally came to meet her and asked them to move to Florida by him so they could parent their daughter together. He since has lost his job and may be losing his house and told her she needed to find a different place to live and that he never had any intentions of ''being'' with her. She is having a hard time finding a place to live that would be affordable and she would like to come home. She has only been their 2 months and wants to be with her family but she is not sure if she is able to. They have never gone to mediation and there is no visitation set up. What are her rights if she is still considered a Wisconsin resident? Can she come home without his permission?
