Legal name change vs professional name

If a person changes his name after marriage to a hypenated combination of his and his wife's name, can he chose to use his pre-marriage name for professional purposes? Is this true even if he doesn't hyphenate (i.e. he goes by wife's name legally, but pre-marriage name professionally). How does he handle identifying himself in professional situations if his ID doesn't match the professional name (he works for the government)?
