Legal custody of grandchildren

My 3 grandchildren, ages 9, 5, and 4 have lived with me for three years now with no attempt from mother or father to take them. Cannot put them on my work ins because I do not have legal custody. Father agrees to sign over legal rights and now aI believe the mother is ready to. What do I need to do and is this costly? I have raised them the past 3 years with no help from either parent. I have paid out right for any medical attention that has been given to them.

You wil have to obtain a court order granting custody.
