legal guardianship

My son has official, court ordered custody of his son and daughter. He and his wife have filed for divorce but it is not final. Would it be possible for him (our son) to give his sister who lives in Florida legal guardianship of his son while he tries to get himself established in a new job, etc. We will take care of his daughter. The son is 18 mths old and the daughter is three. The wife is in agreement with this action.

A court order is the proper vehicle.
