Legal responsibility of car loan

In my divorce decree it states that the van I drive and pay for is to be given soley to me. On the car loan it has the primary name as my ex-husband and me as the co-primary. I have asked them to change this but they say they cannot do that. I pay all the payments and the insurance and registration is in my name. Legally he is still responsible according to the Bank that holds the loan. This does not seem right to me, that we have a divorce decree that states legally the car is no longer his responsibility but they can refuse to comply and hold him responsible. Is there a way to get this changed? or are they right?

They have no obligation to release him from the loan. The divorce decree has no effect on them.
