what are the legal rights of grandparents in the state of florida,when one parent is in jail and the
other parent is addicted to prescribtion drugs(hrs has records of this)

None. You can report the matter to DCF and try to adopt the kids or have them placed with you. DCF will favor family before they put the kids in foster care.
