is there a limit to the number of adults and children that can occupy a house in tampa (hillsborough county)? do the children need their own room or can they sleep on a mattress or couch in the living room? where can i find this guideline or make a complaint?

IT DEPENDS! This sounds like a case involving DCF. That agency has the ability to tell the court your house is "crowded", "dirty", "littered" etc.

You need to call Hillsborough or Tampa Zoning / Planning and find what the requirements are. In some communities there are restrictions on the number of unrelated individuals living in the same household. In Gainesville, no more than three unrelated people may live in a residentially zoned district. This is to keep the number of students at UF from impacting neighborhoods.

Is your case involving DCF or just Code Enforcement by the County/City. Could you be breaking your lease and your landlord the complaining party? Get the facts and an answer and a possible solution may be had.
