Legal Question in Family Law in Florida

I live in the state of Florida, my divorce was granted by a Georgia court in 05. I received full custody of my minor children due to certain circumstances with my exhusband (he lives in cali) He is court ordered to pay child support but has no visitation. He has made no contact nor effort to fulfill the courts requirements to obtain visitation. I would like to petetion the Florida court system to change my childrens last names to my maiden name. Under the basic forms it says I have to notify the other parent of my intentions or use constructive service to do so seeing I am unsure of his actual whereabouts. Would this "service" be required seeing I have full custody of my children???

As long as his parental rights have not been terminated by the courts, you are required to "serve" him of any legal proceedings having to do with the minor children.
