Mariage/Death

Mother dies in 1992, father remarries in 1994. Father never submitted mothers death certificate to the county where they lived in Florida. Is the second marriage ''legal''. He finally submitted death certificate in 2001. He has recently passed away this year.

If the marriage license was issued and the ceremony performed then your father's second marriage was probably valid. The State of Florida already had a copy of your mother's death certificate on file. There is nothing here to suggest that the marriage was anything but valid.
