When custodial parents get married does child support still have to be paid? If a non-custodial parent gets married does there spouse take on non-custodial parents duties such as: back pay or any other penalties that limit the non-custodial parent?

When a custodial parent remarries, there is no change to the child support obligaton of the non-custodial parent. The income of the "new spouse" is irrelevant. Similarly, if a non-custodial parent remarries, their "new spouse" does not incur any of the non-custodial parent's child support obligations or responsibilities.
