Legal Question in Family Law in Florida

If you are in a marrige that your wife has a child from a previous marrige and the father does not see or does not pay child support do I have any rights to adopt the child to try and secure a more stable life style for the child.

It's not exactly a "right," but, especially with the biological father's consent, you could adopt the child. Given the circumstances you describe (the father not visiting and not paying), you may even be able to adopt with the father's consent. You should see a family law attorney about a step-parent adoption.

YOu might try terminating the father's rights and/or ask the court to terminate the rights due to lack of contact with the child.
