What does this mean?Parents, guardians or other people consenting to the marriage of a minor must personally appear and acknowledge or execute their consent before the town or city clerk or some other authorized official

The parents have to show up at the clerk's office and agree by affidavit before the marriage license can be issued. Minors can't be married under most circumstances unless parents agree, even if the girl is pregnant.
