Can a minor of age 16 refuse to visit other non custodial parent?

Yes but I would enough the minor to visit. If the other party files an action in court, they would be hardpressed to get an approval from the court. You can have the minor testify as to why they do not wish to visit and because of their age.... well you get the picture.
