the mother has not finish her case plan for over a year and has lost visitation at a facility due to her not showing up. the only thing she has is 2 minute phone conversation each week. the child everytime the child is talking to her she upsets him. her father had allegations against him and her mother has a restraning order. the father fears for the safety of the child. the child is going to a new school and a new house in the same county. the mother is not aloud anywhere near him at school or at his house. the father was remanded to him and he has full custody. does the father have to tell the mother where the child is going to school and moving to?

There is no such thing as "full" custody. Did you mean to say "sole" custody? If so, the father probably does not need to tell the mother the whereabouts of the child, but I would file a motion and ask the judge to be sure. Otherwise, yes, he must tell the mother, but I would still file the motion to try and prevent disclosure.
