Mother left children with father no contact or concern about the children mother is a known drug (perscription) abuser and not stable how can father make sure she can not come and take them?

Unfortunately, there is no way to "make sure she can not come and take them." If she cleaned up her act somewhere down the road, she may be able to get an order for custody. And since it appears that no one has legal custody, she could come and take them and it would not be considered a kidnapping. As far as you are concerned, everything is in your favor at this point. If I were you, I would petition your local court for Sole Custody and request that the court allow the mother supervised visits until she cleans up her act.
