My mother just had a restraining order against my dad, accepted by the court today, and they made it so that my brother and I may not see my dad until the date on the paper, she did not request for them to do this, is this allowed?

Yes, it is customary that when an ex parte (which means without notice) restraining order for domestic violence is entered that there is a "cooling off" period of up to 15 days (possibly more depending upon if the case is transferred to the divorce judge) where there is no contact between the offending party and the other party, including the minor children. Your father can get into a lot of trouble if he even attempts to contact you and your sibling. That contact includes e mail, text, etc. Just be patient; it will all change soon.
