Not without court permission.
YOU will need to file a Petition for Relocation and serve him. If he objects he can file so in the court. Then ask for a hearing date. If the judge agrees with you, then there will be no problem. You will probably need to set up a new parenting plan for visitation to the dad. Please get an attorney for this as handling matters involving children is not a pro se type of matter. There are no do overs, just more attorney fees and battles.
Do not leave the state without the order. He can get a pick up order and you will not look favorable in court.
You have to get permission from the court.
