Moving with wife and two stepchildren

My wife and i are looking into moving from Florida to Ohio for job change. Her ex husband sees the kids for 6 hrs one day a week and overnights on Sun. He stopped paying support, we document any and all goings on. He has carte blanch on when to see the children, but chooses only to see them on the desired days

Not sure what your question is here. I suggest you make him pay support regardless of what else you do, unless the court has relieved him of that responsibility.
