Legal Question in Family Law in Florida

Nieces in Protective Custody another State I want to adopt

I am desperate. My brother passed away in another State(Fla) I am in TN. Child Protective Services removed his children from the unstable/drug addict mother Dec,04. Can I simply go to that county & file a petition for custody with me living in another state? Would I be waisting my time? I hired an Attorney--(I think I was ripped off) the one CPS advised; I paid them--and they have never taken my calls since taking my money. I have no more money for an Attorney and CPS is lying terribly to me. I am sick with worry and humiliation. A local Attorney told me ''every state has it's own rules regarding dependency.'' Please,please someone advise me if I could possibly do this.

I would continue to attempt to contact the attorney I paid. Attorneys are prohibited to speak with you or give you legal advise while you are still represented by counsel.
