Can a non-custodial parent reduce their child support, change the time-sharing agreement and/or refuse to return the minor child to the custodial parent?

In order to change court ordered support. They non-custodial parent must file a supplemental petition to modify support or any other changes that involve time sharing. They cannot just refuse to return the child.

Unfortunately, it is possible for them to do this. They can not do so without legal ramifications.

If they are refusing to return the child, you need to file a Emergency Verified Motion for Child Pick-Up Order. A form can be found at http://www.flcourts.org/gen_public/family/forms_rules/941d.pdf
