Legal Question in Family Law in Florida

noncustodial parental rights

my husband's children live with their mother and her boyfriend in plant city florida. there are many issues involved from child abuse, neglect, visitation refusal to threats. My husband's income has dramatically decreased due to the lack of work in our area and his health. He has been trying to get the same help that custodial parents get for the past 3 years to no avail. He is physically and financially unable to go to florida and retain an attorney. Any suggestions? Do you know of any support groups he can contact?
