Non-Married Couple and Custody

A friend of mine was in a relationship with someone for many years and they had a son together. In the past six to 7 months they broke up and he moved back to NY and she stayed doen there. They worked something out where he would have him in the summer. Now he refuses to givce him back to her saying that he's enrolling him in school in NY and there is nothing she can do about it. He was supposed to have him back in FL today for him to start school tomorrow. Is there any thing she can do?

Since they were not married and if there is no court ordered joint custody then she has sole custody and this is parental kidnapping and she MUST call the police.
