what does notice of voluntary dismissal of former husbands petition to modify final judgment of dissolution of marriage

It means that he has (at least for now) dropped whatever he was asking for in terms of changing the final judgment. He does have the right to refile his request, though. If that was the only thing pending in the post-divorce lawsuit, then the case is over and closed (at least for now).
