Legal Question in Family Law in Florida

If a parent has filed a (Joint Stipulation for Custody and Visitation Agreement) with an attorney and the court, a judgement has never been made nor a hearing and the Attorney files a "Motion to Withdrawal" , the parent files a "Notice of Voluntaty Dismissal", and the case in closed, are the documents that have been signed and filed enforceable?

The documents are not enforceable until the judge issues an order relating to them.
