as a parent to a minor child with a newborn what are my rights and responsiblities. and that of the adult father now 19 (daughter is 16 )

The father is responsible for child support. If you wisht o pursue criminal actions, you could have the father arrested for statutory rape. As to responsibility to your daughter - really!
