Parent relocation
Can one parent take a child and leave the country without the other parents consent and if not, what is the penalty. ie kidnapping,etc.

You didnt say if you were married to the other parent. If so, either of you could take the child without fear of criminal penalties. If you are divorced, your decree should address this issue, othrwise, apply to the court having jurisdiction for relief.
