Parental neglect

My friend's daughter has 1 1/2 yr old twins. All 3 have lived with the twins grandmother. The mother doesn't take care of the children correctly. Their diapers are always soiled and they have had several rashes. Doesn't feed them properly even though theirs food. She leaves them with outsiders to go out partying. Dirty diapers in room for days and soil beds. When sisters or mother intervene she screens and yells and fist fight with family. She was diagnosed with bipolar yrs ago she refused meds. She's has a record. She's been riding a guy she met at a store, recently leaving twins. She's been lying about where abouts, leaving each child in different homes to go out when telling family she sleeping over friends. The grandmother is sole provider of home. Buys everything for her granddaughters but is afraid this is not the first time this has happened.. She becomes great mom and in a snap changes, doesn't care for herself, the girls or family. Wants to go clubbing drinking and drugs. She has run away before and her mother tracked her down and brought her home, but everyone is afraid she'll get out of control and leave with the girls and disappears. The grandmother wants to know can she get guardianship to not lose the girls

The grandmother should contact DCF for an immediate investigation and petition the court for guardianship. The court may give her a chance to clean up (get medication, etc).

She should apply to the court.
