How do i get parental right terminated

I have had custody of my ''Step Niece'' since May 2004 when she was taken away from her mother due to drugs. She initally attempted to regain custody but was unable to maintain 6 months stable housing, employment, and complete her tasks required by the judge. So, after a yr the judge closed the case and i was named long term non relative caregiver. In this time i havent recieved financial assistance and hasnt had contact with the child in 3 yrs. I was wanting to adopt my step niece who i considers me her mother. She is 9 yrs old and wants me to be her adoptive mother. How do i go about getting parental rights terminated? How complicated and expensive is this type of case becasue i am on ssd. I am a RN but after 3 back surgeries i am unable to work. Any help would be appreciated.

The process of terminating parental rights and then the subsequent adoption can be very costly. You should talk to a local family law attorney or check with your local Legal Aid
