both parents moved out of area from original divorce settlement

If neither divorced parent of a minor (joint custody) live in same county where child custody and divorce were originally filed, would the parent seeking relief from the court file in the original county?

Yes, unless the jurisdiction for the custody, support, and visitation matters were tansferred to the Juvenile & Domestic Relations District Court in the city or county in Virginia where the relief seeking parent currently resides.
