US Passport Denied due Child Support

I went to court for Child Support, the court ordered me to pay child support from that day and 35k in retroactive. I have never been late or missed any payment but my passport was denied.

That means that I must pay the retroactive amount in full before I can have a passport?

Yes, that is precisely what it means. It is a new enforcement tool being employed by the government to make delinquent parents live up to court ordered obligations.
