Legal Question in Family Law in Florida

I am currently paying child support to the mother of my 4 year old. The mother obtained the child support order through Florida DCF. My name is on my child's birth certificate as her birth father. We never had a custody agreement(family plan) filed with the court. I want to establish an agreement because the mother refuses to let me see my child. I called clerk of courts and they first told me I needed to file the petition to establish paternity. then they proceeded to tell me that since I already pay child support I could just file for modification instead and save money. How would that work since the paperwork they want me to file for modification is to modify an agreement we never had? they told me that in that paperwork to just draw a line through modify and write establish... What should I do?
