Normally, a person can leave a Florida foster home at 18 and take all their money with them, but something else must be going on here. It may be that the foster parent has established some form of involuntary guardianship over the person. Does this person suffer from some sort of mental disability or impairment?
Otherwise, the person can just leave and can sue the foster parent for his money.
