Petieion to Classify Social Security Disability Payments as Child Support

I need to file a petition to have my child's social security disability payments she receives on my claim classified as child support. She has already received $13,833 in back disability payments and is receiving $487 monthly. All I need is a petition to fill out and to know who it should be filed with... Clerk of Circuit Court? A Judge? How do I go about filing it? Thank you.
