PETITION to move out of state

I have a job and a great school scholorship in NYC and already have my children reigsterd in their new school. My ex had a motion to not allow us out of state. The judge order so and said that I need to request a petition to move out of state. What would happen if I moved and did this from NYC? The ONLY reason he does not want us to move is because he wants to stop paying child support. What can I do?
