prior judge authority

Can a judge that no longer resides over the case sign an order?

In my case a new judge was assigned but opposing counsel went to prior judge (who was now out of county) to sign a new order.

Just because a judge is not currently presiding over a case doesn't mean they have no authority. You did not indicate what the Order was for. The previous judge may have been the "duty judge".

More information would be required to determine whether this was appropriate. You did not indicate whether you were present at the hearing on the Motion that led to the Order, and if not why you weren't there.
