How long does a Process Server have to deliver a summons before the court date has to be changed?

There is no set time limit, but the papers have to be served within 120 days of the motion being filed or it is subject to dismissal. Usually, if you give the process server a good address, they serve within a few days. Unless you mean "sheriff's office" when you say "process server," you should call the process server and see what's going on if it's been more than three weeks since you've hired them.
If you just used the sheriff's department as your process server, then you are at their mercy, and you can't do much but wait. That's why we lawyers use private process servers, not the sheriff's department.
