Reasonable medical expenses

Is my husband's ex-wife obligated to use the medical insurance he is required to provide for thier two children? She is using out of net-work providers, therefore running up the uninsured medical expenses. Can she do this and expect him to pay without any prior consultation?

If the parents are unable to come to an agreement on ANY issue as to proper care for the child (such as, what doctors should be seen) their only option is to file a motion and have a judge decide.
