relocating to another state with child

Can I by law, leave the state of florida with my child if I'm the custodial parent, and non'custodial doesn't even see child?

You can't remove a child from the state without following the proper procedure, which invovles noticing the other parent with a specific written form and receiving either no response or written permission from that parent. If the other parent objects, you must have a court order to move out of state.

You can if you file the proper notices. If you don't you can be brought back to the state an possibly loose custody depending on the situation.
